I don't know abuot "chavs", but w/charvers, the n e england equivalent of neds, you do get the odd older one, but they seem to tail off in their early twenties.

In the last few weeks, the whole "chav" look seems to have taken off up here to the point that the majority of people of a certain age group one sees in the shopping mall or wherever are now dressed chav-style, so as a signifier, it has recently become MEANINGLESS.

Yes, because as we all know, it's ILLEGAL and WRONG to like, or indeed find any affinity with, any music made before one's birth. Someone I used to work with years ago once expressed incredulity that I even knew who The Who were, let alone actually listened to and liked them. I find this stance bizarre.

I saw the most fantastic and brave teenager on the bus the other day. All his mates were in the standard hip-hop/ b-boy mould, but he was dressed like Andre 3000. He had his hair relaxed and about shoulder length. He had a deer stalker, a tailored jacket, foppish shirt and a bandana used as a cravat. He looked fabulous, but I think I was most impressed because I can't imagine many 16 year old lads having the guts to pull all that off. He did seem to be the alpha male of his back of the bus crew though, and the admiring teenage girls can't have hurt his self-image either.

The rest of them weren't scallys either, they looked like proper hip hop boys (Fubu, Roc A Wear, Lakers vest, doorags, that kind of thing), so were obv. quite fashion aware themselves, it was just that he took a chance on looking that fey in that kind of tribe (ie non-indie, non-goth, non-hippie, non-club kid - the youth cults where this is almost the norm).
