That intelligence said that Saddam ordered his field commanders to use chemical weapons in the event of war, and he wont wait for them to put those orders into effect.

I doubt it. I think that was just scary rhetoric.

Anyway, it'll still be at least a week or two before war. The real announcement will almost certainly be in primetime. This is just Bush leaning heavily on the Security Council.
