It seems pretty clear why he quit. His report was quoted in Bush's state of the union address as if it were concluding the exact opposite of what Kay actually said. Bush, by using the formula 'WMD-related programs', quoted Kay as if he'd been saying Iraq had or was developing WMDs. Only by resigning and making the opposite statement could Kay restore the balance.
