When a new board is started here who moderates it?

The person who starts it will be a moderator. That person will be able to add other moderators with various permissions for that board only.
The other ones you mentioned are site administrators, the usual sweet and sour blend of webmasters, founding folk, that type of thing. They have all permissions over all the boards.
This board is maintained for technical questions regarding the site. Its also there for making catty remarks at the asshats.

Yes, in fact I am the moderator there but hackers have pretty much destroyed it. I reopened the same forum over here, as it was always a fav place for many, hence my questions.

Um no offense but is ILX at any risk if you have people dogging you who might come in here and cause shit? I dont assume that's the case but it did cross my mind.

I sincerly hope not. I think here the board is more secure as there are 'site moderators' who tower above us up there...besides there were other boards over there with the same prob, that is why they came here.
