We're starting a radio station! Help!

After waiting several years, we have received our FCC construction permit to build a low-power radio station here on Martha's Vineyard. We aim to start broadcasting in September. Now comes the planning and construction phase. I have volunteered to apply for a government grant to help defray the costs of studio equipment. I have a little experience with a free radio station in Philly that operated on a shoestring budget with borrowed and used equipment.

Scott Seward and I will have a radio show, probably on Friday afternoons. Unfortunately, it probably won't be streamed on the Internet because of prohibitive RIAA fees. (The price of operating on the up and up.) We might make archives privately available on the interweb.

Those of you who have DJed in "real" radio studios -- what pieces of equipment must we have? I need to specify the equipment for this grant application.

Are you going to be broadcasting from an existing studio? If not, you could do with lots of echo absorbing foamy stuff* to stick on the walls. You might stick it on your list anyway to bump up the grant. Also equipment for outside broadcasts, even if you're not planning on doing them immediately. A MD and a lapel mic would do you for broadcast quality sound, but I'd go for a nicer mic if you think you can get the cash for it.

*technical terminology obv.

If you're going to be volunteer run, you may find it's best that DJs provide their own headphones, otherwise, you'll be replacing the ones you have at a disturbing rate.
I like having 3 CD decks in the control room, but you can totally get by with just two.

Our studio space is very small. We won't have a music library in it; DJs will bring in their own CDs, records and IPods. We'll be across the street from a pub that will allow us to broadcast live performances, so we'll run cables across the street. So we'll also need equipment for broadcasting live performances.

Broadcast Standard Compressor/Limiter (The limiter should never ahve to kick in though)
You may have to pay for the CODEC boxes for the T1 line, the phone company may or may not supply them.

You need TBU (Telephone Balance Units) is you want to put callers on Air.

You may want some Cart/Jingle playback software for one of the PCs

Get technics SL-1200s for the Decks, they are solid no one will complain. Get CD players with autostart and make sure your desk supports it. For the DJ mixer, do yourself a favour and get a an Allen and Heath, they are bomb proof.

congratulations!

now, is this grant meant to cover just the cost of studio equipment, or stuff outside the studio as well (tower or tower space, microwave, coax to connect everything, all the gadgets on the transmitter site, etc)? How much power are you authorized to operate at? is it AM or FM, and if it's AM, what frequency did you get? Are you and Scott the actual licence-holders?

I know Barbara D4cey from WM\/Y from my days in radio--not well, mind, but enough to say she's a nice person if there's someone local in radio you'd want to approach for advice. I also know some folks here in missouri who have put together radio stations large and small. And by 'put together' I mean do all the engineering, the really technical stuff; I'd be happy to put you in touch with one of them if you liked. Thanks, teeny. I'll be in touch with you! I'm not sure how happy BD will be about the local competition. She's WMVY and we'll be WVVY (Voice of the Vineyard). Do you know the folks from the prometheus project? I worked with them some in Philly.

The permit holder is The Drum Workshop. The FCC made the rules tough and we had to apply using a pre-existing, established non-profit organisation. That organisation will have limited control over the operation of the station. WVVY will be a project of the Drum Workshop, as it were. It's FM, at 93.7 on the dial. We'll reach the down-island towns but not Chilmark and Aquinnah.

everyone's OTM about headphones, keep a couple of cheapies locked up for guests to use, but DJs should bring their own--the plumber brings his tools to the job and so should DJs.

I have had good experience with Wheatstone boards. Definitely look into getting the new digital boards--they're very compact (maybe 6-8 pots) but have a nearly infinite number of ins. You just dial up what source you want going through each pot and presto.

Don't bother with CART machines, the technology's too old. Like others say, software is the way to go. Likewise you could probably get away with not having a DAT player, most studios have moved on to minidiscs for digital archival purposes.

"Equipment for outside broadcasts" = MARTI system, which also means securing a frequency for your MARTI to operate on.

Get three or four CD players so you have spares, and yes make sure they are able to be autostarted.

Are you going to have a production room? Possibly you could get away with not having one, but it's going to be hard, cutting all the promos for other shows and such on the audition channel in between songs.

Will you be broadcasting any non-locally produced programming? Do you then need to have a satellite receiver and possibly a way to archive the show for later playback.

Oh, and it's called the EAS now--Emergency Alert System.

xp yeah Barbara may well not be too pleased about it, I ran a similar station but we shared our engineering staff with the community station and helped them out with stuff.

It's helpful to have a CD player that stops at the end of the track rather than moving on to the next one. (big cause of embarrassment, though, if you get used to working with machines that do this and then have to switch to ones that don't and forget).

You could think about pre-recording an hour's worth of stuff to stick on in the unlikely event that you have some kind of emergency and you all have to leave the building (I have only known of one place that did this but you might want to consider it).

It will only be receivable on MVI (although given how sound waves bounce off water, there might be an extended range). We used to get WSMU even though we were outside of their official range. Some people up-island still get it. NPR came in and took their frequency.

If you don't have someone on staff who has built a studio and transmitter from nothing before, you should hire a radio engineering consultant. If you do have someone on staff for this, they should be making this list.

Nobody on staff who has done this before. We don't really have a staff yet. When we're up, we'll have 2 paid people. We have a vague agreement with a studio engineer to help with installation. There may be someone who used to work at the other station here who might help us.

I don't know about the FCC but the CRTC also requires 60 days of tapes so if your splurging for computer look for a digital logging system. It will raise the cost of one computer since you'll need a relatively hefty drive but you can get gigs you need cheaper now days I suppose. Also DON'T forget a switch to kill your TX. We got our wrists slapped for not switching off at night.
Forget about DAT, though MD are nice to have for various things. 2 Turntables and large stick for slapping the djs who scratch with station needles. Also best to post a note about the weight of the needle and the skating settings cause someone will change them and not reset them.

I just talked on the phone with a rep who sells remote switching systems for transmitters. Is that what you mean? The systems run about $4,000. I'm trying to find out if the FCC requires low-power FM stations to have this capability.

FCC does not require logging. Our remote switching system was called a BURK: http://burk.com/ You will need one of these for monitoring your transmitter levels and also for remote turning-on/-off of the transmitter.

There's got to be a LPFM support group out there somewhere to help you with this. I mean, I worked in radio for 10 years and I fucking forgot about the BURK!!!

seven months pass...
REVIVE!!

The guy who was heading up this project dropped out of sight (nasty divorce that blindsided him) and the future of the station seemed uncertain. He came to me today and said that he's leaving to teach in Thailand and would we be willing to take the ball and run. We have until June 2006 to use the FCC construction permit. He had planned to use his personal savings to start it, but now he (and thus our project) is penniless.

We're starting completely from scratch, but at least we're finally starting!

Now I need to raise lots of money, start an organization, and find tech heads who know all about transmitters and STLs.

I'm excited!!

maybe we could just feed the sound of them live to the transmitter. Some mornings it would be unbearable screeching ("Nooo! I don't want to go to daycare!! Noooo! I don't want to wear clothes!!!") and some days would be the theme to Dukes of Hazzard sung over and over, all with an occassional gurgle or coo from Cyrus. You'd also hear the baby farting sometimes. Could be punk rock.

did you put down the following - some of these seem silly but trust me, they're worth it:

instant replay machine - for PSA's, commericials, station ids [so that you dont have to go on the mic every hour to do it] and other fun stuff. if you have ever listened to my radio show, the background music is an 8 second sample thats looped and its on this machine. however, this could be replaced by some sort of itunes/sound app on a computer.

cartidges - buy nice ones by shure or ortofons, with plenty of needle replacements.

soldering / engraving kit - for board repairs / to engrave the station name into every piece of equipment you purchase to prevent theft.

binders - at the very least one for the station operating manual, with each page in those plastic pages, so that instructions dont get ruined.

clipboard - for your transmitter logs.

filing cabinet - to store your public information, in case anyone asks to see it.

shelves, pencil bins, etc - storage for the little things that find their away into the control room.

good overhead lighting - especially by turntables so that you can see the grooves in the LPs when cueing up.

coathooks by the board - to hang up your headphones when not in use. we dont have these at the station and it kind of drives me crazy when they're just lying around mid-show.

trashcan - even though food & drink should NOT be allowed by the board, for some reason no one ever thinks of having one of these in the control room anyway.

So do any of you in radio land have some tips about fundraising? Broad topic, I realise. We plan to have underwriting, but hope to avoid on-air fund drives if possible. Does $8.00 per mention sound like a reasonable rate for underwriting? I'm drafting some promo materials to bring round to businesses and plan to ask various people to become "founding members" at $100 a pop. Do any of you have experience approaching major donors?
