Hoover was the most progressive Republican president after TR, and smart as a whip. Not really a candidate for worst ever, though certainly not up to the challenges of his times.

Among actual candidates for presidential infamy, Buchanan and Pierce were tools who hastened the Civil War, Andrew Johnson was hapless and unlucky, and Nixon was evil and paranoid.

The thing about my picks is that their worthlessness is intrinsic and kinda ahistorical. They would've been equally irredeemably wretched presidents in any era, I reckon.
