I....don't know. I mean, I think it comes down to the James Brown Truism of Fighting: Lack of inhibition or hesitation can often overcome training and learned skill in combat.

So, with that in mind, I think I have to go Anton. Both of these guys are pretty imposing physically - it looked like Ledger was actually in better shape than during Brokeback Mountain, and Bardem is a big, athletic dude. Both clearly know how to kill in improvised ways - pencils, handcuffs. Both are also utterly ruthless when it comes to gunplay. And, in their own ways, they are both CRAZY.
But I think I have to give it to Anton, for this simple fact: If Batman had NO compunction about killing, the Joker would have died very early on in the movie. Anton is a widely-feared and well-compensated hit man, who CLEARLY has NO problem with killing.
So, sorry Jokes. Anton pwns.
