There was a well-documented case in the local (and I do mean local) press recently where a child both small and incontinent accidentally pissed over the Union Jack in a local sandcastle competition, and was subsequently beaten to a patriotic pulp by several of Blackpool's more "active" men. The point being...oh make your own punchlines.

Beginning Sept. 1, the county will charge offenders $20 a day toward the $90 cost to incarcerate them. The fee will only be charged to sentenced inmates — not people awaiting trial.

Ah, they're all heart....

Of course, they assume inmates will have hundreds of dollars in their ever-so-slimming orange jumpers...;>
