Kiss & Kid Rock, fr ex, came up with all that ridiculous behavior on their own. Glam rock was not an A&R scheme. Punk wasn't either. Devo, Kraftwerk, the list goes on and on.
The fashion and antics of self-made groups & associated fans will always top those (in terms of outlandishness) of the label creations/'discoveries'.
But as for the other parts of the question you might as well be asking 'when will the majority of professional music crits stop being dumb, greedy scuzzbucket asslogs?'
