I almost, kind-of, in-a-way agree with you. I think Maxinquaye is a great album, and the better of the two. But I also think Pre-Millenium Tension is crazy good, and not to be ignored. It's definitley definitely undervalued.
But for me, Maxinquaye is in a tie with Different Class. If you think about it, the two albums cover similar thematic ground. Both are about class and poverty, while simultaneously and amazingly also being about sex.
