Based on the unfuckwithability of "Nothin' But a G Thang", yes. The rest of the album could be a 45 minute skit with Dre trying to pack a blunt in the back of a bouncin' low rider, and it'd STILL be unfuckwithable.

I agree that much of hip-hop does not age well.
MCs have been improving their skills slowly but steadily,
so that even the hottest MCs circa 1987 sound dodgy
compared to today's rappers.

_The Chronic_ has not aged well. But neither have Outkast
or Busta Rhymes' first albums.
Meanwhile, _It Takes A Nation Of Millions_
and _Enter The 36 Chambers_ kick
as much as ever. Sample and DJ based albums have a
timeless quality, I think, while synth-based ones
inevitably show their age.
