i can think of Unrest and Mark Robinson's Henry Cow fixation (both with 'Teenbeat' and "Unrest") and Talk Talk/Mark Hollis' multiple references to Love ("Laughing Stock" and 'The Daily Planet')... but this is just off the top of my head.

fountains of wayne have quite a thing for billy joel on "welcome interstate managers," from the "sometimes a fantasy" hiccuping on "stacy's mom" to the verse about "just the way you are" on that song late in the album whose title escapes me at the moment.
