CDs pressed in eastern Europe?

So what is it that's so undesirable about Russian CDs? I'm seeing increasing numbers of these imports at the local used shops. Have so far only picked up a version of Can's Radio Waves bootleg and it sounds fine to me. Yet I'm seeing many eBay sellers who are adding next to their "this is not a CD-R" caveat, that the disc didn't originate in Eastern Europe. I realize there are legitimacy issues happening, but these would unlikely devalue them to most buyers.

There have been quality issues, especially in artwork and printing, with releases from those areas. You end up with a sub-par, non-redbook CD with crappy artwork that fades within a year half the time.
