it's short for "what's going on," usually written "wha gwarn" and often used as a rhetorical question.

i thought that was quite funny at first, but then i quite like Vaughan (not on BBC tho) - you should've seen his proto-Ali G character on the Big Breakfast ("mun you iz da lick" etc.)
