Yes, some of this stuff came out in 03. That makes sense cuz these are the rules, as posted:

2004 Shortlist Music Prize: Rules for Eligible Albums

Each Listmakers may nominate up to ten Eligible Albums to the Long List. Albums can be from any genre of music. The requirements for eligibility are as follows:

1) Albums must be single-artist, full-length albums released in the USA. The date of US release must be between July 1, 2003 and June 30, 2004.

2) An album must not have been certified Gold by the RIAA for US sales of 500,000 copies, at the time of its nomination.

Rules for Repeat Nominations: Any album nominated to the Long List in one year cannot be nominated in any subsequent year.
