Weird sample in late 80s house music - "The stairs are becoming" ???

Does anyone remember this haunting sample from the acieed era: "The stairs are becoming...ow" sung by a woman. One place I remember this from is "Sex 4 Daze" a Frankie Bones production from 1988-ish...

Question: What is "the stairs are becoming" supposed to mean??? Or I have made the biggest misquote this side of the millenium???
