"Doctorin' The Tardis" was based on three different songs. "Rock'n'Roll Part 2" didn't hit #1, neither did the theme from "Dr. Who", but "Blockbuster" did.

Though Stars On 45's big hit doesn't count, since the track copied songs rather than sampling them, it's an obvious precursor to "Freak Like Me" in that it copied a bootleg, the musicians playing the song bits that the boot had sampled.

I don't think "Emotions" actually samples "Best of My Love," just is reminiscent. ("Best of My Love" not cited in the songwriting credits.)
Intentionally reminiscent = sampling for the purpose of this thread, I'd say.
