promoting a tape release

well, my band made a tape. we're pretty proud of it, and we want to send it in to a couple of locally-minded radio stations. thing is, it seems kind of naive to send a cassette to a radio station. so do we make a little cd-r sampler of our would-be HIT SINGLES? and do we send the tape along with it so they can see how cool it looks? we'd like to avoid annoying 'press packet' sorts of thing. i think the tape says enough about who we are.

anyone have experience from either end of this process?

we are equally naive when it comes to sending stuff to reviewers.
