style sheets: putting the fun back in functionality?

i tried out the white on black style sheet for the first time today, and while it isn't a look i'd always want, it did work on some threads. is it possible to set up a style sheet for a particular thread, and then have every user see that style sheet? could this be the way that we could get back some of the good times? are background colors, background animations, and embedded music and videos all possible with style sheets?
